The Federal Energy Regulatory Commission (FERC or Commission) issued the Holtwood Hydroelectric Project’s current license on August 14, 1980, with an original expiration date of September 1, 2014 (34-year term). In 2009, FERC issued a license amendment for major construction and extension of Project license term by 16 years. The current license expires August 31, 2030.
On April 2, 2025, BIF III Holtwood LLC submitted a Pre-Application Document (PAD) and Notice of Intent (NOI) to pursue a new license from FERC for the continued operation of the Holtwood Project through the Commission’s Integrated Licensing Process (ILP). On May 30, 2025, FERC issued Scoping Document 1 that includes a process plan and schedule (Appendix B) for the relicensing process up to the submittal of the Final License Application. The Scoping Document and process plan identifies opportunities for stakeholder engagement during the relicensing process.
Please note, as identified in the process plan, if the due date falls on a weekend or holiday, the due date is the following business day. Early filings or issuances will not result in changes to these deadlines.
